So you want smarter, better, faster, more productive people?

You can recruit them, but there is a learning curve to full productivity, you can outsource them, but in addition to the learning curve, there is also a loss of institutional knowledge

Or you can develop them, and unless they simply lack adequate skills, or have insurmountable behavioral problems, developing human capital can be very rewarding professionally as well as personally

Set measurable goals for employees. Align these goals with your strategic goals, and communicate how they tie in

Measure continuously, not annually - create a culture of ownership, and continuous improvement

Provide adequate tools for your resources to improve their performance - behavioral measurement and analysis to determine opportunities, behavioral training, skills training, mentoring, coaching, and meaningful succession planning

Consider team-based planning, budgeting, and rewards systems to promote buy-in, cross-functional cooperation, and align individual goals with the teams goals
